From UCPG Chair Chris Nielsen: At the Community Planners Committee (CPC) meeting, we had a presentation on Capital Improvements by the city group who presented at the D1 CIP meeting sponsored by Joe LaCava. The city is asking for community members to fill out the Capital Improvement Program Survey found here: www.sandiego.gov/PrioritizingCIPSurvey and complete it by February 28 March 7.
This survey has limitations and most of you that fill it out will have issues with it. BUT, and this is the main point, this survey will be used by the city to begin the process of revising Council Policy 800-14 that governs how CIPs are scored, and most importantly, what criteria are used and with what weighting. Your input via the survey will have its maximum influence in the revision process now.
The city selects CIP projects from submissions from groups, individuals, Council Offices, and from city staff in the departments that “own” (manage) the specific asset such as a street, building, park, sewer, fire or police station, and so forth. The list we turn in from the UCPG every two years generally is a subset of these kinds of projects. We propose park CIPs and library CIPs, but generally not fire stations or sewers, for example. CP 800-14 is used to prioritize each project with a score. We will continue to make a UCPG CIP list every two years.
This is the time when you can have maximum influence over how CP 800-14 is revised: at the start of the process. The survey is the way to do this. Please take the time to fill it in by February 28 March 7.
