From the Pure Water Project Team: Beginning Tuesday, November 12, Decoro Street between Genesee Avenue and Avenida Navidad will be closed from 6:30 a.m. to 5 p.m. Monday through Friday for the construction of the City of San Diego’s Morena Northern Pipelines and Tunnels project in University City.

Construction crews will install one 48-inch wastewater pipeline and one 30-inch brine pipeline. This section of pipeline construction will include a new traffic control set up. Working hours for this next segment of work will be Monday through Friday from 6:30 a.m. to 5:00 p.m. Construction will continue through Fall 2024.

At the Genesee Avenue and Decoro Street intersection, the Northbound and Southbound lanes of Genesee Avenue will remain open. Northbound traffic will be directed to Nobel Drive for access at Avenida La Bahia or to U-turn at Nobel Drive to access the west side of Decoro Street. The Northbound left-turn pocket onto Westbound Decoro Street and the Southbound left-turn pocket onto Eastbound Decoro Street will be closed due to construction.

Residents are encouraged to use Avenida La Bahia or Cargill Avenue to avoid the Genesee Avenue and Decoro Street intersection. Please plan extra time when traveling on Genesee Avenue.

The City and project team are committed to completing construction as efficiently as possible with safety as our highest priority, and the community’s patience and coordination are appreciated.

What to Expect:

  • “No parking” signs will be placed on Decoro Street. Parking restrictions will be enforced; please avoid parking in areas with “no parking” signs. Vehicles in violation of these signs will be towed.
  • Flaggers will be onsite as needed to help direct traffic.
  • Working hours will be Monday-Friday from 6:30 a.m. to 5:00 p.m.
  • 24/7 access for emergency vehicles, residences and businesses will be maintained.
  • For safety reasons, please follow all posted signage. Please anticipate traffic delays and construction noise.
