The University Community Planning Group (UCPG) will meet via Zoom at 6 PM on Tuesday, December 13, 2022. This is a public meeting and all are invited to attend. From Planning Group Chair Chris Nielsen: There will be a UCPG meeting on December 13, 2022, at 6PM by Zoom.  The agenda is attached.  I’ve attached the November 8, 2022, meeting minutes for your review. Kent Lee, our new D6 Councilmember, will introduce himself during the meeting.

I have included an agenda item for how to vote to rank CIP projects.  This may be deferred to January 2023 at Georgia Kayser’s discretion.

We will review a set of proposed comments by the Towne Centre View subcommittee of the UCPG*, attached, and decide which comments to submit in a letter to the city as a comment on the Draft EIR for the TCV project. Each comment in the list may be kept, removed, added to, or modified.  Additional comments not on the list may be added.  Finally, we will decide when to hold a final project recommendation vote.

Some Q & A regarding the Towne Centre View DEIR for which we will prepare comments:

Q.           Where can I obtain a copy of the DEIR?
A.            Download the DEIR from here:   https://www.sandiego.gov/ceqa/draft

The documents we want are the second project in the list under “Towne Centre View”.  Best to start with the “Environmental Impact Report”, downloaded by clicking on it, and then reading the first part of this (long) document called “Executive Summary” (Section “ES”).  This is the overview.  The appendices may be downloaded individually the same way.

Q.           What is the comment summary produced by the UCPG Towne Centre View subcommittee?
A.            The subcommittee met twice, on 12/1 and 12/7, and produced a set of comments for the UCPG to consider putting in its comment letter to the city.  These can be kept, removed, added to, or modified by the UCPG at this meeting.  Comments not on the list may also be added.

Q.           Who can comment on the DEIR?
A.            Anyone can submit an individual comment by following the instructions at the beginning of the DEIR.  It is important to follow the instructions for submitting comments carefully (especially the “subject” line in the comment submission email).

Q.           What is the deadline for comments for the DEIR?
A.            End of business on Friday, January 6, 2023, by email.

Q.           How does a DEIR comment work?
A.            Comments should always reference a page, figure, or section number in either the Draft EIR or one of the appendices.  For example, “The DEIR states in section XX or page XX of the DEIR that YY is …  How can this be correct when …”.  Statements without a reference will likely receive a “noted” comment from the city, rather than a useful response.  Positive comments as well as critical comments may be made.

Q.           What will be done with the comment list we approve?
A.            Each comment in the approved list will have a reference added to it as necessary and be restated in the “comment form” above.  These comments will then be submitted to the city by January 6, 2023.
