Status Update: Potential sale City-owned properties in University City

The properties (one is the 15 acres at Governor and Gullstrand; the other is 45 acres at the north end of Town Center Drive) are going through the mandatory clearance process.  That is the 60 day process where, prior to disposition, City departments are notified and requested to determine if the City has a municipal use for a property.

As outlined by the Real Estate Assets Department; courtesy of Bridger Langfur, representative for Councilmember Barbara Bry:

The City simultaneously notifies the agencies and entities required by California Government Code section 54222 as follows:

  • (a)    For the purpose of developing low-to-moderate income housing;
  • (b)    For park and recreation purposes or open-space purposes;
  • (c)    For school facilities construction or use by a school district for open-space purposes;
  • (d)    For enterprise zone purposes if the property is located in an area designated as an enterprise zone pursuant to California Government Code section 7073; or
  • (e)    For the purposes of developing property located within an infill opportunity zone designated pursuant to California Government Code section 65088.4 or within an area covered by a transit village plan adopted pursuant to the Transit Village Development Planning Act of 1994.

If a City department determines that the property should be retained for a municipal purpose, the property will not be sold.

If the property does not need to be retained by the City for a municipal purpose, and if none of the required agencies and entities submits an offer to acquire the property, the City may hire a real estate broker and the property would be offered for sale on the open market. This would likely not occur for three or more months.  All sales of City property are subject to City Council authorization.
