UCPG University Community Planning GroupUCPG Chair Janay Kruger opened the October 2016 meeting with a summary of items in progress. UCSD‘s mitigated negative declarations for parking, NORA posted for Torrey Pines golf tournament (January 23-31), and the steps to finalize the UC Community Plan Update. The community plan amendment updates are: 1. October 20, the final EIR posted, 2. October 21, the staff report, 3. October 27, UC Plan Amendment transportation element, 4. November 16 (1:00pm) Smart Growth review, 5. December 5, City Council Meeting (2:00pm). The City Council will vote on: certification of the EIR, adoption of the plan, adoption of the SEQUA findings, and the overriding considerations.

The UCPG has approved five of the twenty-three mitigation measures in the community plan amendment. The subcommittee will reconvene to again review the mitigation measures and the staff reports, and will prepare a report to present to the City Council.

The UCSD report stated that the Osler Parking Structure mitigated negative declaration closes on November 9. This new parking structure on Olser Lane off the Gilman entrance to campus will provide additional parking to bring the total spaces to 17,000. The Community Advisory Group comprised of faculty, students, and community members to tour development and planning for campus housing. A medical center representative who touted the Jacobs Center grand opening where over 700 people toured the new building, also gave a Health Care Update. Next they will offer a tour of the Breast Cancer Detection area and the Altman Transitional Medical research in clinical practice and clinical trials.

The SANDAG rep gave a mid-coast trolley update: The $1billion commitment came through with dispersal at $1 million a year for ten years. The contract to complete the trolley was signed. By the end of December the Genesee, Regents Rd. and Executive Dr. water lines relocation will be complete. A kick-off construction picnic was held in October. Scott Peters’ rep reported that the resolution to keep the government open until December 10 passed as well as The Water Resources Development Act providing $170 million, which included Flint, Michigan restoration.

Council Chair Sherri Lightner came to her last UCPG meeting before she leaves office. She thanked the members of the planning group for their dedication and service and reported on local issues for city council. Swanson pool was closed for repairs for weeks so the next season will open weeks earlier this year on March 27. The La Jolla Village square (Whole Foods shopping center) is completing renovations and the post office has now signed a lease and will open in January or February. The City Council will have an open discussion on November 1 at 10:00am in Golden Hall on the Vacation Rentals Rules.

Public Comment: 1. The changes at U.C. Village on Governor Dr. and the parking problems entailed. The reply was that Open DSD on the city site lists all of the approved development details and it is open to residents to review. 2. Flyers advertising a Mediation Center on Carnegie in a house. Janay replied that if over six people are attending the sessions a Neighborhood Use Permit is required.

An information item on Measure D was presented by Jeff Marsten, a consultant for the Citizens Plan for San Diego. He was promoting measure D for prohibiting a convention center on the waterfront, prohibiting use of the occupancy tax for a sports stadium, and promoting selling QUALCOMM stadium land for parks and education, building a smaller stadium and using land for housing and research.

VOTE NOVEMBER 8: Mail ballots have gone out and 60% of the City of San Diego votes by mail. This time when you vote make sure you enclose the entire two-page ballot and mark both sides of each page; both pages must be mailed TOGETHER. Future agenda items: Lossan Rail Project, Glider Airport, and the single family home project at 5807 Regents Road (off 52 freeway).
