From SanDiego.gov Code Enforcement:
Requests to investigate alleged building and/or land use violations of the San Diego Municipal Code on private property [such as noise, land development, building code, housing, weeds, signs, zoning] can be completed and submitted online, delivered to our office via regular mail, or presented at the office reception counter.
In general, complainant name, address and telephone number remain confidential unless case records are subpoenaed or the complainant is willing to be a participant in mediation; however complaints involving noise issues will frequently require complainant disclosure.
