APCD: Notice of Violation issued; call this phone number* as odors are occurring

SDAPCDWe (Air Pollution Control District) issued a Notice of Violation (regarding odors allegedly from Miramar Landfill) to the City on March 9th when we had sufficient records to determine the odors constituted a public nuisance.

We are aware the odor issue has not been fully addressed.  For this reason, we met with the City this past Monday to find out more details regarding what is being done.  I would like to share the outcome of this meeting:

  • The City stated they are trying to reach out to the following communities: Clairemont, Tierrasanta and University City. They want to contact the impacted residents to discuss how this problem is being addressed. They also want to conduct odor surveys while the community is being impacted. This will help them identifying which part of the operation is contributing to this problem.  We informed the City that we cannot disclose any information regarding the residents that have contacted us, but we would pass their contact information to the residents. The City asked if the residents can call Mark Zu Hone at 858-492-6151 while the odors are occurring.
  • The City informed us that they are planning some operational changes and they will be conducting air monitoring in the area. We highly encouraged them to communicate directly with the community so that you are fully aware of their plans.
  • The City informed us they will be attending a community meeting on April 7th at Cadman Elementary School in Clairemont, located at 4370 Kamloop Ave. at 6:30-9:00 PM. They mentioned they are trying to attend community meetings in University City and Tierrasanta.
  • We told the City we are committed to assist them in every way we can to fully address this issue. However, they were informed that if we continue to document odors we will need to take additional compliance actions.

I would like to ask all impacted residents to continue to contact us while odors are occurring so we can investigate every incident. Please note we cannot enforce our regulations if we don’t properly document the odors.  In addition, I do think contacting the City will be helpful to resolve this issue.

I will be glad to talk to you to further explain our processes and answer any other question you might have.  Once again, we are doing everything we can to address this situation as soon as we can.
